Here is a scan on the Winchester CE Blizard letter to your reference. He investigated the origin on the evidence markings in reaction to an inquiry.
I personally am not from the viewpoint that Winchester at any time used mail buy barrels during the manufacturing unit to finish or fill orders. Doing so would indicate they experienced operate completely out of standard production barrels… if that transpired on a regular basis, any individual (the shop foreman) needed to be fired, or fire the person in command of making certain which the assembly area employees didn't run out of the necessary parts necessary to Develop guns.

I think about Winchester would of kept and managed the barrel chamber reamers for all the different 271+ calibers they made. Along with lots of barrel Where to find Winchester gun parts suppliers blanks laying all over. This is certainly from a 1916 brochure in the manufacturing facility’s goings-on.
Ned Schwing stated in his reference guide to the Product 1890 & 1906 that Winchester commenced proof marking them in 1908… I don't know if which is precise, but will suppose that it is. The “WP” evidence mark was applied after the barrel and receiver ended up mated, assembled and completed. This is highly obvious within the firearms manufactured while in the late teenagers by way of early 30s in the event the blue flaked (popped) off when the proof was struck over the receiver frame.
